Advocate Karolis Smaliukas has joined law firm TGS Baltic. The lawyer practicing in the area of public procurement for more than ten years has become an Associate Partner of the law firm and he will be responsible for the development of the Public Procurement practice group.
Karolis’ unique experience in the public procurement field will contribute to the development of the Public Procurement practice group of law firm TGS Baltic and the provision of first class services to clients. Karolis has extensive experience in representing clients before courts in civil and administrative cases, advising suppliers and contracting authorities on public procurement, public and private partnership, and concession issues.
K. Smaliukas was involved in such exclusive projects as the concession for development of parking lot infrastructure and provision of related services in the campus of medical establishments, the concession for the multifunctional health promotion, education, and cultural complex. He also advised clients on procurements of services of design and construction of energy infrastructure facilities, including the projects whose value exceeds EUR 200 million.
The advocate also represented clients in disputes related to European Union (EU) support/investment projects, the misuse of EU funds and financial amendments, fulfilment of public procurement contracts. Karolis prepared procurement terms and advised on waste management environmental projects that were supported by the funds of EU structural assistance, the total value of which was over EUR 100 million.
In addition to different publications, Karolis makes presentations in seminars and conferences on public procurement issues on a regular basis. He was involved in drafting the law on Public Procurement, prepared proposals for a draft law amending the Law, represented the organizations concerned in discussing the relevant amendments in the committees of the Parliament of the Republic of Lithuania.
