Paul Varul, Senior Partner of TGS Baltic and Emeritus Professor of University of Tartu, received the “Guardian of Law” award for his significant contribution to the continuance and development of the rule of law in Estonia. In addition to Paul Varul, Saale Laos, Justice of the Supreme Court and Indrek Niklus, Head of the Private Law Department of the Ministry of Justice, also received the award.
Paul Varul has made a significant contribution to the continuance and development of the rule of law as a professor and practitioner. He was the Minister of Justice from 1995 to 1999 when the Estonian legal system was built up. He has also contributed to the emergence of Estonian scientific legal literature; instructed lawyers for several generations and been the consistent advocate of the Estonian legal system in the world. Varul has always been involved in legal practice, managing law firm alongside teaching and being an expert in litigation. He is characterized by his courage to protect the faith in the rule of law and in the strength of the Estonian legal system.
Candidates for the award could be submitted by all individuals and organisations, including non-governmental organisations, state and local governments and companies. The proposals were reviewed and selected by the Commission consisting of the Chief Justice of the Supreme Court, the President of the Bar Association, the President of the Lawyers Association, the Chairman of the Chamber of Notaries, the Director of the Law Faculty of the University of Tartu, the Chancellor of Justice, the Prosecutor General and the Chairman of the Legislative Council of the Minister of Justice.
